Without any irrelevant commentary about Carter's presidency, this statement makes clear sense in the context of tensions between the USA and DPRK. The USA has obviously overwhelming superiority of strike power. And the DPRK has an obviously overwhelming objective of regime survival with no serious prospect of expansion.

Heard on radio news (I checked links; you can to):

Kim Jong-Il has gone into hiding. British tabloids are making a big deal about it... but he does this from time to time, whenever he thinks that America has reason to send a death squad to behead him.

North Korea has backed down on their threat to fire missiles at Guam. It seems that China was critical in influencing their decision: China declared that they would stand by neutrally, if the US took action in retaliation to a first strike by North Korea.

This allows the world more time of peace while diplomatic negotiations proceed.... but North Korea will need to dismantle their WMD programs, if they want the world to relieve the economic sanctions against them.

The media have already forgotten about North Korea. Trump has once again failed to produce the catastrophic outcome that they long for. (Meanwhile... there was a clash of white racists and violent leftists in North Carolina. And somehow [the media voices tell us], it was Donald Trump's fault.)

We have to talk politics on CPS or be cowards?

Talk is cheap, but OK, there's a silver lining to trouble with North Korea. It's a worthy distraction from the alt-right and loopy left who are protesting in our streets as if this country were some kind of third world banana republic. Maybe a really big nuclear war could finish us off and put us out of our misery. Or maybe the hawks in Washington could declare war on North Korea, accidentally blow stuff up in China and Russia and reinstate the draft. Then half the losers protesting on our streets running people over with vehicles, pushing against the rule of law and tearing down our historical monuments, can put on a damn uniform and get shot at while elitists liberals who are drinking naturally flavored vodka from the safety of their urban glass offices can tell us how wrong Trump is for getting into this mess, forgetting that they had something to do with it too. But really what needs to happen is for everyone to go home and shut up about politics and ignore North Korea's tantrums and the tantrums of lawless protestors until they tire themselves out from all their own blandishments.
