Recommendations?
Two tobaccos that I love are Rattray's Hal O The Wind and Rattray's Marlin Flake. Any other recommendations?

Kohlhase and Kopp manufactured that tobacco. I’d suggest Old Gowrie from the same line, then exploring Astley’s from the same blender, with a particular point in the direction of No. 44 flake.
I am also of the opinion that the Jesuits should be suppressed.

Based on those choices, Samuel Gawith Full Virginia Flake would be a good one.

I'm not sure if the stuff is still around but F&T had some excellent Virginia's. Blackjack was a favorite of mine 10 years ago, I have a tin of Blackjack with the old name on it around here somewheres.

As a fan of Marlin Flake (but not enjoying the difficulty in obtaining it at times) might I suggest Davidoff Medallions.

Yes Blackjack is awesome, on the note of a budget, two suggestions.
1. Post about what blends you are curious about and see if someone will send you a sample. Someone did that for me years ago, was very helpful.
2. Wait for sales, get the newsletters for Smokingpipes and pipesandcigars and wait for a sale you like!
I’ve been enjoying Green Dragon from the Country Squire as well, this may be a less expensive option since it’s a bulk tobacco not a tinned one, bulks can be just as good and are usually about half or less of the cost.
