It seems to be "king in a man-skirt". You should fill out a request-for-a-request-form-form for the Department of Request forms so you can get a Ministry of Titles and Ranks request form and find out why your title request wasn't fully approved. If you have an in with the Minister of Titles and Ranks you might be able to fast-track the process.
