It seems like they were popular sometime around the mid-80's, at about the time parachute pants (the cargo short predecessor?) were popular. You could put a house key or maybe a $10 bill in them, but not much more.

I was in grade school and I very clearly coveted those pants. My mother never could find a pair like them for me. I also coveted that guys checkered Vans. I got a pair of those.
